What can be done when the State of Arkansas releases a convicted felon who has shot at someone and in possess?

Person had served a stay in the Arkansas prison system and then that person after being released from prison shot at someone and when the police was called, they found a gun on him and drugs. He was incarcerated for about two months and then released. This person has been released back into the community. The community being mostly black. This has happened in Arkansas. What can be done?

Once that person has paid his debt to society for his crimes, he loses certain rights, but he is free. What does the issue of race have to do with this?
