What can be done when the State of Arkansas releases a convicted felon who has shot at someone and in possess?

Person had served a stay in the Arkansas prison system and then that person after being released from prison shot at someone and when the police was called, they found a gun on him and drugs. He was incarcerated for about two months and then released. This person has been released back into the community. The community being mostly black. This has happened in Arkansas. What can be done?
