What can i do about an overdraft fee and charge i didnt make?

THE CHARGE WAS MADE IN WASHINGTON SOME KIND OF TAXI RIDE OR LIMO. THE COST WAS 120 DOLLARS. THE DAY AFTER I PAYED MY WATER AND POWER BILL, AND WAS NOW SHORT LIKE 28 DOLLARS. MY BANK CARD WAS CANCELLED AS SOON AS I CALLED BUT NOW IM LEFT WITH 155 DOLLARS OF CHARGES THAT I SHOULD NOT HAVE TO PAY. ITS BEEN 3 WEEKS AND THEY HAVE NOT RESOLVED THIS ISSUE. WHAT CAN I DO? IM AFRAID THAT THIS MAY HAPPEN AGAIN. THANK YOU VERY MUCH FOR YOUR HELP.

Just call the bank back and ask why the credit has not been issued. If they give you the run around, just tell them you'll file a complaint with the Banking Commissioner in your state.
