What can i do about the polygamists?

I live in a small town of about 300 people in utah. Last year a polygamist guy moved in. Since then he has bought a business, 10 or so houses, and he pays for it all in cash. He admits that he is a polygamist and he says that he will buy all the houses in our town. He has also asked a couple of girls in the 12-15 year old range if he can take their pictures. I need to know what i can do to get him out of our town because i fear that he is a potential threat and he is breaking the law. Thanks.

Of the things you list only polygamy appears to be against the law.  Call your local prosecutor Tuesday morning.

We have seen some success in Utah, Arizona, and Texas in prosecuting Warren Jeffs and some of his associates.

unfortunately it is legal to do what he is doing. Unless he harms those underage girls. I would suggest punching him in the face or moving. Sorry and good luck.
