It depends on how much you want to spend weight reduction is free and to make the engine more powerful a shot of NO2 will temporarily  give you an extra 90 hp or so but it's pretty hard on the engine

The cheapest way is to make a car lighter....

Just take out junk you have in your car....

Maybe a spare tire if your willing...

(you also get more mpg :) )
