It depends on what kind of visa you're talking about.

If it is a simple tourist visa there is no need to cancel it, it will simply expire in a matter of months.

If it is a long term residency permit, it again depends on the reaoson you want to cancel it. Again : normally there will be no reason to do so. If you change your immigration status, your visa will usually become void automatically.

if you don't having any debt, you can call thier 1-800 number and cancel over the phone. or if you opened a visa debit card, you can cancel it at the bank you opened it.

If you are talking about an immigrant or non-immigrant visa, you would need to talk to an authorized official in the government that issued the visa.  Although you could physically deface or annotate the visa, which would invalidate it, the visa status would still be active in the computer systems.
