What can i do to make my neighbors dogs stop barking like crazy?

my neighbor has 2 yappy dogs. and they bark like crazy all day and all night. and its getting to the point where i cant get no sleep anymore.

they bark like 10pm 11pm 12am 1am 2am 3am 4am 5am 6am and all through-out the day. i have recorded them several times barking and the times i've taken down notes as proof for the city.

i've had several conversations with the neighbors about it, i'm trying to be polite and respectful and they just tell me all rude "well see about it" and i've even contacted the city and they dont seem to do much.

im going crazy. this has been going on for SEVERAL MONTHS now. i've been VERY VERY VERY patient and now i'm loosing sleep and getting to work later bc of this. i cant take it no more.
