u can wax.. eventually the hair will thin out and stop growing in places..

shave it off.  or put some stuff on it that will kill the hair follicle.

laser treatment is probably your best bet but that still will not get 100% of the hair to die off but it will get most of it.  The only for certain way is to do electrolysis but that is more designed for a smaller area (lip, etc) and would take years to complete on an area as large as the back.  I would suggest looking into laser then when you are done with the treatments just get your back waxed 2-3 times a year to get the stragglers.
