Inform Ebay, at least and do protest to seller as well as do place a note against the seller review column.

If he doesn't answer your emails you can report him to ebay.

I hope you paid with credit card because you can disput the charge. If you paid with paypal call them and tell them that you want to report this person and then call your credit card and dispute this charge.

Contact ebay and pay pal if you used them. Give seller negative feedback and say in the feedback ebay contacted.

You email them (politely) two times.  Then you contact EBay and they will give you the vendor's phone number.  Then you call them (politely) two times.  Then you give them an unfavorable rating on EBay.  One tactic is that they will give you what you want and you withdraw the unfavorable rating.  Another tactic is that they will give you an unfavorable buyer's rating and hope that you will withdraw yours and they will withdraw theirs.  I say it's worth the ding of having an unfavorable rating if they are going to s***w people, especially you.  Hopefully, it will not come to this.
