  1. you've GOT to have a passport.  A driver's license doesn't cut it any more.

To enter Mexico and stay within about 20 miles of the border for more than 72 hours, then you'll need to get a tourist permit.  You'll also need to get the tourist permit if you plan to travel in excess of about 20 miles from the border.  You'll need a passport to acquire the tourist permit and you can get it immediately after you cross the bridge into Mexico.  Just ask someone "donde puedo conseguir un permiso touristico?"  Most of the Mexican border officials will understand basic english though so you can probably just say it in english.  The place that you get the tourist permit from is called an "aduana".

    To return to the US then you'll need to just have your passport.
