What can my university in USA do if I dont pay the fee?

Question

1- I know that I am gonna fail for sure.

2- I am an intl. grad. student.

3- I will join another school in the next sem.

4- I gotta maintain my F1 status at all times.

they won't give you your transcripts which you may need to take to your new school. (and of course they won't give credits for any classes you had taken there)

also, I don't know if they can report you to the INS. but if they do, you may not be able to get a new I-20. at your new school, since they INS is the one en charged to process you a new I-20.
