What can the Organization of American States (OAS) do to stop terrorism in the Western Hemisphere?

What resolution can we come up with to stop terrosit activities in not just North America but also South and Central America?

Resolutions don't stop terrorism. That's why the UN is a joke. A changed US foreign policy set and a dramatic sharing of the military and security responsibilities in hotspots like Afghanistan is how you stop terrorism.

I don't see any of the countries in the OAS doing any of this.

We have to stop making friends.  There is a film called 'regans war'.  He simply stopped sucking up to Russians.  He refused to give aid of any kind and they fell.  Each of us needs to be less giving except to our families.  Close ranks.  Promote peace.  The Dali Lama is asked to speak and they expect him to be grateful and side with him.  He does not.  He talks of peace.  He promoted that the moms and sibblings be brought into the classrooms throughout the school year.  Why?  Because when you 'see' and experience a loving act, then you can relate to it enough to want that.  If all you have ever experienced is hate, you can't love.  You can never trust something that you haven't experienced early.

Nothing. The only way to stop terrorism is to identify those countries which support it, call them on the carpet, show them the "button", put the fear of god into them. They do anything, destroy them. I honestly feel if they knew we were capable of defending ourselves as such, and that should they do anything untoward us in regards to terrorism, that there would be swift and terrible retribution, they would not support terrorism.
