Are they trying to say that soldiers sufferend mental damage after the war ended? that they were hardened and couldnt feel pain anymore?

Seems to me this is a cartoon from 2006 - long, long after peace descended on Vietnam. Now it would appear that the cartoon is taking issue with the way wounded vets are being treated by the military. Some people are slow, so I understand.
