Ms Warrior, I beg to disagree. I work with the Department of Agrarian Reform and I should say that the Comprehensive Agrarian Reform Program is the most successful program on land reform so far. In our very tiny province, we have exceeded our target of distributing 28,000 hectares of farmlands to farmers.

Our office also covered the plantations of Sen. Juan Enrile and rubber plantations managed by Sime Darby, Philippines. That is one reason why Sen. Enrile was fuming mad about CARP extension because our office gave away 2,000 hectares of his property to farmer beneficiaries.

We have also placed the 4,500-hectare U.P. Land Grant under CARP coverage whose income was used to subsidize the salaries of UP teachers. In our province alone, there were 16 big plantations covered which formed into collective cooperatives. Under the Program, individual farmers also received land.

CARP did not end with land acquisition and distribution. After that, we made sure that the farmers are empowered by providing them support services (social strengthening and capability building, infrastructure, agricultural development) as well as social justice.

it's a bogus land reform. it was implemented by the aquino government during that time to appease the people.

the lands were not really given.

It's not implemented to it's maximum capacity due to red tape and corruption.. Also, lands that were leased to China also took out employment opportunities to Filipinos..
