flavored tootsie rolls (the vanilla, lime, banana etc. kind), NOT pixie stix... bad idea!, ummm, dum dum pops (the small round ones), bubble gum... starburst, mini bars (i.e. mini twix, reeses, milky way, etc.), that's all i got at the moment... hope it helps!

Any kind of wrapped candy will work.  I would avoid chocolate if the pinata will be outside in the heat.  If it is inside, it will be okay.  Bubble gum, lollipops, mini tootsie rolls and smarties are what comes to mind.
