What car parts can I buy to increase horsepower or fuel mileage?

and increase the power flow of the air to your engine

You'd get more specific answers if you'd have entered the year make and model of the car. Different car brands and situations respond to dollars spent for improvements. Inflate tires to the numbers stamped on the tires. Cold outside air intakes are money well spent. Full synthetic motor oil is another. New iridium spark plugs and top shelf ignition wires is another.

You may need your filter changed.  They are pretty cheap too!  Like $13 at Walmart!

A CAI is a good start. Exhaust modes can increase HP, but you need to start with headers or you're wasting money. A programmable chip is a good idea also
