A Rock deck is a defense type deck. Meaning you need monsters with high defense. They might not necessarily be rock type monsters, but just monsters with high defense or they have good flip effects. But anyway, Im sticking to what you said. There are a lot of useful rocktype monsters, they dont necessarily need to be effect monsters to be strong. I agree with Exxod, Master of the Guard. Add these monsters too:

-Giant soldier of Stone

-The Hex sealed fusion family (useful if you have fusion monsters)

-Sphinx cards

-Ancient Golemns

-Stone Statue of the Aztecs

And these spell/trap:

-Gaia Power (useful because Rock types are mostly Earth atributed)

and

-Wasteland

and some useful spell or traps like:

-Trap Hole

-Negate Attack

-Magic Cylinder

etc.

If you'd allow, you can add some useful monsters (though not rock type) like:

-Man eater bug

-Penguin Soldier

-Hane-Hane

-Bubonic vermin

-Desertapir and more

Its up to you, what cards you would add to your deck, but this is what I think is good.
