What or Who determines whether the price of a stock should increase or decrease ??

What causes a Stock price to increase or Decrease in value ??

For example a Stock's previous closing price was $14.98 & today is worth $15.23 a share, although 15mins ago it was worth $15.33 a share.

So what causes these rapid increases & decreases in Stock prices ???
