What causes a car to stutter and have higher then normal rpms until it warms up?

  1. stuck open egr valve, vapor recovery unit has a leaking bypass valve that is sticking.


  2. if it,s a 91, it,s got a egr valve somewhere. also a throttle position sensor can do it too. if the gas pedal is sticking, it would do it all the time.

  3. trottle position sensor will do this too if its defective....should have a "check engine lite" on or "service engine soon light"  or code telling you what the problem is.....im leaning on  that its the tps sensor
