Does a low pressure in a particular area always turn into a hurricane ot typhoon?

All weather is caused by the sun heating the earth and the earth heating the surrounding air.  Hot air rises, cold air drops.  Hot air rising causes lower air pressure, cold air drops causing higher pressure.  High pressure air flows toward low pressure areas.  The difference in pressure determines the intensity of any resulting storm activity.

    The greater the difference in air pressure, the more quickly the cooler air will flow into the lower pressure area and the higher the resulting wind velocity.  

    That is it in a nutshell.  No, most low pressure areas do not turn into hurricanes or typhoons.  Hurricanes are usually formed from very low pressure "tropical depressions" that form and move west from Africa into the Atlantic ocean.  Most just disipate before forming any storm. If the associated winds reach a certain velocity it becomes a tropical storm, higher it becomes a hurricane.  What matters is the relative difference in air temperature and pressure.  Usually, storms that form in October or November are the worst because of the difference in air temperature and pressure.
