What causes freeway traffic when there's no accident or construction?

SLOW PEOPLE IN THE LEFT LANE WHO DON'T WANT TO MOVE OVER TO RIGHT LANE WHERE THEY BELONG.  

Sorry. . .I had to yell.  I live in Florida. . and this is common.  I know. . it's everywhere. . but it's definitely in Florida.  A LOT.  I needed to blow off steam.  Forgive me.

Rush hour; also, people follow too closely, which causes erratic traffic patterns.  Slow drivers in the left lane. Someone stuck on the side of the road. Pedestrians.  Large trucks.  Just about anything.

It usually gets congested where two highways intersect and there are lots of people getting on  and off at the same place.
