What causes maggots on a stove or counter?

My grandmother is finding maggots on her stove an counter, and it's cause shes dirty or anything! She keeps her house very very clean.She lives in an apartment building so maybe it can be someone.

I think if I were her I would clean out my cupboards, and go through anything that is made from a grain, such as flour, pasta, cake mixes.  That sort of thing, my first guess is weevils.  The next step is to take a look at the ceiling.  Is there something dropping from the ceiling?  I would consider making an honest effort to kill any flies around the house, and take the trash can outside, and wash and disinfect it.  Those little things can hide easy.  Another thought is to take everything off the counter tops and wipe it down with a bleach and water half and half mixture, and focus real hard on crevices where something is laying eggs, and it could be that everytime she wipes down the area she is dragging out one maggot at a time.

she probably has some old grains like rice, pasta, in the cupboard that probably has moths in them ,so clean out the shelves and dispose of any old stuff , or she could also have something rotten somewhere like cold cuts a chunk of meat, or fruit that went bad . do a major cleaning by using bleach to disinfect the kitchen .

Something like a mouse may have died somewhere near like inside the stove or behind it. Get rid of the flies in the apartment since they are the ones laying the maggots and then try and see if anything is dead.

She has a grain (rice, oats, etc) or flour in her cupboards that has become a breeding ground for weevils/grain beetles and when she is pulling things out of her cupboards they are falling onto her counters.

Pull the stove out and make sure no food went in between the stove and counter. Maggots are only going to be there if there is rotting food. Food can get in between the stove and counter. Pull the stove out away from the counter and clean the side and the floor thoroughly. However, I suspect that as soon as you pull the stove out, you will find the nasty creatures on the floor on top of some food.
