  1. A couple of things:

    - when you are emotional (especially when aroused or excited), your eyes actually produce slightly more tears than normal (not crying - just slightly more fluid), which make them more reflective and "sparkly".

    - when one is excited, you open your eyes wider than normal, which makes them more able to reflect light from different angles, again making them "sparkle"
