  1. In some cases heavy rain triggers frog breeding behaviour.  The moist conditions at the right time of year act as a signal for them to emerge and attempt to woo a mate.  As this opportunity isn't available at other times of the year, they all come out at once and plead for s*x.

In Europe, this kind of behaviour led to legends of frogs raining down from the sky.  These were widely believed with written eyewitness accounts being available from into the nineteenth century.  Quite possibly, some people still believe it.

  2. Heavy rains usually bring puddles or pools of water where  tadpoles can survive and mature. Frogs know this and emerge to breed somewhere where there is enough water to sustain their tadpoles. The croaking you can hear before and after a heavy downpour is the male advertising his position to an available female.

  3. A lot of toads and frogs will stay buried beneath the ground during a dry spell, covered by a protective slime coating. Then, when it rains, they will come out to get hydrated, look for insects, and in the case of frogs,a body of water, like a pond or creek.

  4. the places where they were at b4 the rain becomes flooded
