"Formal dining", though not in the way we´d define it today, has been around since aristocracy has been around. Or basically, the powerful and wealthy people of a country usually put emphasis on what then was "formal dining".

So your options don´t go far enough back in time - "formal dining" has been around during the Roman Empire, the Middle Ages, Ancient Greek, even Ancient Egypt etc.

The Romans had formal dining more than 2000 years ago. It is not a modern invention.

During the time of the Emperor Antoninus Pius (138 - 161AD) formal dining was a way of life among the Roman aristocrats. This is from the site below: 'Rooms that led directly off the atrium were usually the more public rooms of the residence, and usually included a triclinium or formal dining room in which to entertain family and friends.'  If you're thinking more modern history, then the dining room was introduced in English gentlemen's houses in the 17th century.
