It is Suzumiya Haruhi from "The Melancholy of Haruhi Suzumiya"

The anime is directed by Tatsuya Ishihara and produced by Kyoto Animation, and Haruhi Suzimiya is voiced by the famous and beautiful Japanese singer Hirano Aya-san, who is also the creator of the famous dance, "Hare Hare Yukai".
