What cheap program can I buy inorder to do Selective Desaturation?

I want to do color accenting but I dont want to pay loads of money for photoshop. Is there a cheaper program that i can buy inorder to do that?

I have coral photo album (something like that) can i do it with that?

Why pay money when you can do it for free?  There is a site called picnik that lets you "draw" in the colors that you want to keep.  Here are some instructions:

You can try using Corel. ... for under $100 you can buy Photoshop Elements and it certainly has that tool and about 80% of the tools photographers use in their $700 Photoshop CS3 program.

I'll second what fhotoace said and recommend photoshop elements. An excellent program for the money
