The two dont usually go hand and hand.  Low humidity is usually associated with the desert areas, like parts of New Mexico, Texas, Arizona, etc.  Generally, a lot of the states in what is traditionally called the Mid-West.

However, to truly find out what cities really have the lowest humidity year round, look for cities that have a low dewpoint temperature year round, like 60 degrees or below.

You will find a lot of cities that are in the mountain regions of many states to match this criteria, even in California.

Now to match the temperature requirements, we now home in on where to look.  Since the only two locations that never get cold is the Florida and Southern California regions, we want to look at the Southern California mountain regions for cities and small towns.  It is far too wet is most parts of Florida to match the humidity requirements.
