  1. Its pretty uniformly cold everywhere in Saskatchewan in the winter.  There are really only 3 cities bigger than 100K... Saskatoon 400K, Regina 400K and Moose Jaw maybe 100K??... they all get full on prairie winters....  can get very cold cold (-40) and wind  but not tons of snow as climate is dry.  A Sastachewan winter is a survival skill/.

In Alberta  probably Calgary warmest overall as gets most sun days of any Canadian city, chinooks in the winter. (warm winds blowing off mountains gives a couple days grace) .. nearby to Rockies.. 1 hr away. That said it gets cold too in the winter..  Red Deer is about 100K and people seem to love living there but its pretty grey, brown and cold there from Nov-Apr.   Edmonton too is well over 100K and is a nice city with lots of parks and good places but 3 hours from the mountains.

In Greater Vancouver or Victoria;  they rarely get below freezing in the winter a few snow days here and there from Dec-Feb... daffodils will be in bloom end of february.  Grass and many confers stay green all year round.   Rain/overcast from Nov to April.

Nanaimo is a nice city on the island and worth looking at if a small-mid size coastal city with decent weather,.

Kelowna over 100K too but they get more freezing days in the winter and hotter days in the summer  well over a 100F..Okanagan is much drier than the coast and they dont get as smuch rain in the winter

  2. Vancouver/Victoria is your best (and only) option.

Alberta and Saskatchewan are best described as "cold...darn tootin cold".

  3. If Vancouver is too big, then Victoria is your best bet.  Although Victoria itself is only about 70,000 people, the surrounding communities bring the area population closer to 330,000.  And it is incredibly beautiful as well as one of the most temperate areas in Canada.

  4. I recommend Victoria- it's one of Canada's nicest cities.  The weather is rainy in winter and it snows on occasions, but not that often.
