  1. I would guess Quito, since it is just about 15 miles south of the Equator.


  2. There are cities upon cities that do.

    Quito, as listed earlier, is a prime example.  Bogota, Colombia, is another.

    Any city within 10 degrees of the equator will have consistent yearly temperatures.  Most areas between the tropics, in fact, have as little as a 5-7 degree variation in yearly temperatures.  Look at Hawaii, for example.
