North Carolina, my reasoning being that those people are so crazy about their kids playing it. There is a ton of hype on the Little leagues there, and it seems their teams are always in the big competions. That's my opinion anyway. I am sure that New York and Lousiania are also close.

im not sure what city, but Orange County in So Cal produces a lot, and theres a few in other places around So Cal as well
