What classifies a sniper rifle as a sniper rifle? ?

for years i have wondered what classifies a sniper rifle as a sniper rifle, is it just caliber or what?

A rifle with a good scope capable of long range shots with at least a 1 moa or better, and i suppose the crazy bugger pullin the trigger might help too.
