What collages encourage walk on football players the most? and which one signed the most last season?

I know the Wisconsin Badgers really encourage getting all the walk-on players that they can get. They've had a lot of success with walk-on players and some of their best players have been walk-on players that were deemed to small to play on the D1 level. My buddy is actually a walk-on there and has been working his way up the depth charts ever so slowly.
