  1. If you like cold weather, several colleges and universities in the Minnesota higher education system have eliminated all "out-of-state" tuition premiums.

    Bemidji University, for example, has a really interesting set-up. First of all, you'll pay the same tuition, no matter what state you call home - but even more surprisingly - students pay for just 12 credit hours every semester - even if they actually sign up for as many as 18 credits. Pretty neat.

    Minnesota State University at Moorhead also waives out-of-state fees for the residents of any state - one size fits all undergraduate tuition.

    Some states have reciprocal cooperative programs with neighboring states - programs that allow non-state students to pay resident rates. If you're looking to go outside your state, you should definitely check to see if your state is part of any such cooperative agreement.

    If you like hockey and skiing and fun in the snow - buy a warm winter jacket, and head off to Bemidji!
