I've never seen a baby wolf up close just after its eyes open, but I do know that nearly all puppies at that stage have blue eyes. The eyes turn dark only later (with few exceptions that remain blue.)

So I would guess that wolves, being closely related to dogs, have blue eyes when they first open around 3 weeks of age.
