I'd go with burgundy flats or white/beige (for a nautical vibe). I'd keep the colors pretty dark - nothing neon, black, or patent. Keep the finish matte, not shiny.

If it's for evening, subtle silver or gold flats would be nice too! Depending on your budget, there's great flats at www.gojane.com very reasonably priced, jcrew.com for pricier flats, and there's always zappos.com. If you have a color in mind, shoes are much easier to find! Good luck!

Black flats. I know a really cute pair but they cost 250 so I doubt you can buy them but they are the MARC by MARC JACOBS Mouse ballet flats that you can get a neiman marcus. Try payless for something.

I do not have a link or price or anything but that is a really cute t-shirt and I think personally that silver flats with sparkles or sequins or black with black sequins would go the very best. That is just in general. Also, maybe add a cute white hat.  Now, silver and black ballet flats are the most popular ballet flats there are. And they are everywhere, so just look around and choose! I would try going to the Mall and looking in, yes, Abercrombie, Aeropostale, Hollister, Claire's, and Limited Too. Limited Too may not have the latest fashion but it does have ballet flats. Same with Claire's. Those two stores would be the very best. Claire's however has cheaper prices.
