What colors would go best with a pink plaid wall border with black and white dogs?

Pink or white would coordinate the best with your border.  Normally three colors are used to decorate a room or it gets too "busy" and doesn't look unified.  Your comforter should also be one of those three colors from your border.  Use your border as inspiration for the rest of your room and it will look fantastic!
