What comes to your mind when you hear this saying ?

The only times that I have heard this phrase (and it wasn't often), it was spoken in a rather sarcastic tone of voice.

If seemed to be implying that the speaker thought a lot of themselves.  It was rather like saying, " Oh, you think what you're saying is SOOOOOO important!  Even God has to stop and listen when you speak."

Maybe that's not what it means, but that's the way I've heard it used.

when someone says something to me that I hope will come

true like that they will find a cure for cancer. I always say from your lips to His Ears. meaning God's. It just means that you hope that God is listening and will make the event happen. It is like saying a little prayer for the thing to happen.
