What company's slogan is "#1 in the #2 business"?

If you mean #2 as the company which is not the market leader then it is Avis with their legendary slogan created by DDB for their campaign saying "Avis is only No.2 in rent a cars. So why go with us? We try harder". This was later summed up to simply "Avis. We try harder"

Now, if by #2 business you mean the bathroom business I really can't help you there. :)
