What components need to be within the body of a piece of legislation you would ask Representative to look at?

I know that it is possible to get Reps and Senators and the like to consider presenting bills for legislation, I was just wondering where there may be an outline, or list of guidelines to be even given a glance?? Anyone?

You yourself cannot write legislation to be passed on through your Representative, they would have to write it themselves. What you can do is present a clear outline of objectives that you're looking for. Present it to your Representative with a clear suggestion but thats as far as you can go. After it's in your Reps hands its up to him or her if they want to take it further and write it up. Take a look at a bill thats on the floor now to see what kinds of things it entails.
