First, do you understand the question? Often times, when we can't come up with answers to an assignment it is because the question is not understood.

Here is what you are being asked, in simple terms ...

Think of the U.S. as it is today - with all it's freedoms, rights, liberties, property.

What had to happen in the PAST to help make the country the great nation it is today.

Now then, with that said ....

What YOU need to do is think about the freedoms we have today... We have freedom to vote (elect our leaders), freedom from slavery (got rid of owning people), freedom to move about the country freely from state-to-state, etc.

To have these freedoms, what sort of actions had to take place in the past to allow us these freedoms today (what made it "fertile"). When the ground is "fertile" flowers grow ... it means the soil is good and ripe for planting.

if a ground is NOT "fertile" nothing grows. (Does that help?)
