  1. You left out the details of what you did or did not do before you put it into storage, so I'll treat it as you did nothing but back it outside in the yard and put a cover over it.

First thing it will need IF you did NOT run all the gas out of the engine before putting it away, and that is a carb cleaning or rebuild.  Outboard 2-Stroke engines gum up 3 to 5 times faster than regular engines in their carbs.  All that fuel and oil mix deposits starts building up and hardening on the carb's interior.

Second, since you left it out in the winter without getting all the water flushed out or not flushing it with non-toxic anti-freeze, you could have a small but significant enough possibility that you developed a small crack in the engine block.  When this happens, your engine is a total loss and I believe cannot be salvaged for much regarding a core.

Yes this does happen and it does cost LOTS of money since a new or refurbished engine has to be bought.

Third, if you did not put fuel stablizer into your PWC's fuel tank, the fuel in that tank probably is now garbage and will have to be emptied out and new gas put in.

In short, if you are going to put a boat or PWC away for a significant period of time, you need to winterize it.  That means either learn how to safely do it yourself or pay a reliable PWC mechanic to do it.

  2. depend on the shape it was left in really new plugs and drain the gas... maybe clean out the carb... change the oil
