What constitutes "brown belt land"?

Question

There is a piece of land at the back of my house and developers have submitted a planning application to build 11 dwellings on. As far as council records go this land has never been built on, or used/maintained for over a century. The applicants say it's brown belt but I think it's green. Does anyone have a definitive answer what constitutes brown belt land?
