What constitutes “high crimes and misdemeanors”?

  2. The founders of our country, the framers of the Constitution, deliberately used that vague expression so people in future times could interpret it in a way relevant to their own time.

    I think Bush has definitely broken laws.  For one thing, the Constitution itself declares that duly ratified treaties with other countries shall have the force of law in the US, and Bush has treated treaties as if they were entirely optional.  He has also declared himself immune to laws he himself has signed, more than 1500 times.  He's done a lot more, but those two things, I think, definitely comprise 'high crimes and misdemeanors'.
