  1. 8.5 on the Richter scale.

  2. It depends of the structure design.

Mexico City's Torre Mayor building is designed to withstand an 8.5 intensity earthquake in the Richter Scale, compared to the U.S. Bank Tower that can withstand an 8.3 intensity earthquake. Due to Mexico City's high propensity to earthquakes, the tower incorporates several anti-earthquake measures. In fact, this building shares the title of the strongest (in matter of pro-earthquake engineering) building on Earth alongside U.S. Bank Tower in Los Angeles.

The strongest recorded earthquake so far occurred in Chile in 1960. It had a magnitude of 9.3 on the Richter scale. Other exceptionally strong South American earthquakes include another Chilean quake in 1922 (8.7) and one in Ecuador in 1906 (8.6).
