What could this chest congestion mean?

I don't have a cold but I'm constantly clearing my throat and having to cough in order to bring up the congestion. I don't smoke. Allergies are minimal. No pain or tightness in chest. No other symptoms noticed. Now for about 2-3 months.

go to the doctor and have a chest xray...may have something going on you are unaware of like a slight case of pneumonia. my brother in law had it without even knowing except for a cough.
