  1. Only India, Israel, Pakistan and North Korea are not parties in the treaty. Nuclear power countries such as U.S. Britain, France, Russia , and China all signed the treaty. However, you should know that the Non-proliferation treaty was not put in place to destroy all nuclear arsenals, rather it meant to:

    1. limit nuclear arms production

    2. not assisting other countries in building nuclear weapons

    3. using nuclear energy for peaceful means

As to its value. It have no value at all for the following reasons:

    1. the U.S. , Russia, and China assisted other countries such as Pakistan, India, and North Korea in developing nuclear weapons.

    2. while the U.S. and Russia destroyed many of their weapons, they developed more powerful ones.

    3. every nation start its nuclear program claiming peaceful use, and BOMB, they have a nuclear weapon (See India, Pakistan, and Korea)
