What countries have the best air force programs?

We have the most money so we can afford the best.

Not boasting, but the US has the best Air Force on the planet. For those of you who listed some of the weapon systems as the reason we're the best, I have to disagree with you. Any nation can either develop or purchase the same technology we're using in our weapons systems. Our strength comes from our personnel. We are the most educated Air Force on the planet. Our quality of life is superior to many of the other Air Forces of the world as well. So, our group of highly educated, well cared for, motivated disciplined airmen ensure that the USAF remains the best on the planet.

Justin, The Apachie (AH-64) is an Army asset, the USAF doesn't own/operate any apachies. Also, the YF-22 has been redesignated as an F-22 since it has entered regular service.

Easy, the US Air Force.  And that's not something that the US thinks...that's something the world thinks.  Japan, Italy, France, and many other countries send their personnel to train with the US.

The best air forces belong to the Russian Federation, United States of America, European Union, and Israel. All are large and technologically advanced with more or less presumed nuclear delivery capabilities.
