Pretty much every country in the world has a sensible immigration policy except us.  The joke is Mexico has some of the strictest draconian immigration laws in the world, and they have the nerve to cry about us not taking in their impoverished, criminal, and diseased.  In fact, ask a a Guatemalan how Mexico treats them when they try to cross Mexico's southern border - they beat them and throw them in immigration detention camps without trials for years - and people are outraged about Git-mo.

I know for certain Switzerland don't, Sweden and Australia also. Canada also. I suppose best way to find out is to ring the Embassies.

Japan officially is strict but in effect does have a significant immigration population.

The most sensible countries are probably Australia New Zealand which have a points system which limits immigration to those with needed skills. Switzerland is not in the EU so can be as they choose. But they too have a significant immigrant population despite not being very liberal.

The so-called "Anglo-Saxon" countries outside of OZ and NZ  have the generally very   liberal policies.. the EU also has a stealth policy of bringing in 10s of millions over the next decades - but being a Bolshevik entity it doesn't tell the people.

Non-western countries can be very strict and/or don't grant nationality to many.
