This question goes either way. In terms of the word "state" being used... the United States, but other countries do have states, e.g. Germany, Australia, Micronesia...

This is kind of a weird question to answer, because there are countries that have more "subdivisons" than the United States, for example, Russia has 83 subdivisions (republics, oblasts, territories) to the United State's like 65(est.) territories (states and unincorporated areas).
