What country in South America likes North Americans most?

That is a tough question to answer. However, I think that the place for Gringos (Americans) would definitely be Ecuador. It is  the country that caters to American pensioners and Americans love it there!

As a US-American, you are most likely to draw people in a positive way if you visit Argentina. Chile and Paraguay are good, second choices. Unfortunately, the history of involvement US politics have had with the other countries can still cause some antipathy, but despite the debacle of Chicago school of Business's desastrous influence on things in Uruguay, you would also most likely be relatively well-received there.

As I said - Argentina is probably your best bet.
